A member firm provides a limited-scope geotechnical-engineering study to advance borings and then provide boring logs and a brief letter report to structural engineer, for senior-citizens home. When the architect changed the design for the foundation and had to do more tests to get payment from the agency, the second geotechnical report showed that the soil quality below the bottom elevations of caisson holes worsened, leading to design change and additional costs.
